Guidance For Prospective Applicants For Support

March 2008

Scale of Support

bulletThere is no lower limit to the level of support provided by the Foundation
bulletThere is no formal upper limit, though support in excess of $5000 for any single activity is unlikely
bulletRecurrent commitments are in general to be avoided in the Foundation's early stages, though additional support for activities can be considered on a case by case basis in the light of the outcomes from earlier support
bulletThe Foundation will normally support specific, identifiable activities in preference to general donations or responses to appeals
bulletRecipients of assistance from the Foundation will be expected to provide a simple acquittal of funds expended or an acknowledgment of goods or services received and the use made of them
bulletSome public acknowledgment by recipients of support from the Foundation is expected, though not necessarily high key

Priority Regions

bulletRural Australia (especially Queensland, New South Wales and Western Australia)
bulletAboriginal Australia
bulletSouth Asia, Indochina, Pacific Islands
bulletOther regions are not excluded as long as there is a local SMEC presence through an office, subsidiary or project

Initial Priority Activities

bulletSmall scale activities supporting poverty reduction or improvements in the conditions of socially and economically disadvantaged communities are highest priority
bulletCapital investment activities (eg donations of equipment, materials or expertise) is preferred to contributions to overhead expenses or operating costs
bulletSchools, hospitals or orphanages are high priority
bulletCommunity based activities in environmental protection will in principle be highly regarded
bulletLinks to local SMEC projects are desirable but not essential
bulletAssistance for indigenous communities (including Australian Aboriginals) will be favourably viewed when proposals are soundly based
bulletSupport for sporting activities is not normally high priority except in special circumstances (eg cricket in Bangladesh, soccer in Africa) in which case support for emerging players is most important
bulletThe key selection criteria are social and economic impact for the required expenditure and links to SMEC's overall operations

Consideration of Applications

bulletAs a rule there will be two rounds of applications each year, generally at the beginning and middle of the calendar year
bulletUrgent applications will be considered on a caseby-case basis outside the normal schedule
bulletApplications can be submitted by SMEC staff or outside organisations
